Surely you have heard by now the pitch to change the royalty-payment dynamic of streaming services from a pro-rata model to a user-centric model. In the latter scenario, the user’s subscription payment would be attributable to only those artists and songwriters whose music that subscriber streamed. Most people seem to think it would be an easy switch in administration and IT systems. But would it be for everyone? What are the operational challenges for authors’ societies? This discussion is neither for nor against the proposal. The session is purely information-gathering with individuals who understand the challenges.

Is music in audiovisual works really being properly identified? Is money being lost for rightsholders simply because cue sheets are not providing the right kind of information in the right format? A committee of publisher and authors’ society representatives have come up with an initial approach to address many of the problems related to cue sheets. They have a set of best practices. What are these practices, and will they – can they – truly be adopted? Can they overcome the challenges that so many other kinds of standards have gaining full implementation?
