An Agreement which is a policy about the intended or permitted Use of a Creation, in which one of the Parties is a RightsController of the Creation, and the other is (or represents) a potential User.

Comments	License: Scope An abstract representation of an Agreement between two or more Parties (LicenseParties) which defines the terms and conditions under which one or more Creations may be used.
Relationships
Parents	Agreement	An Assertion made by two or more Asserters.
Children	CoveringLicense	A License whose terms cover and are therefore included in those of another License. Example: a blanket License may cover and be extended by a specific License for a specific Work.
